Oct 31, 2011 I don't know if you can become a Jarl, but it's been confirmed that you can become a Thane. Well being a dragonborn already makes you one of the top people in the world. If i am not mistaken, all the the kings up untill oblivion were dragon born or dragon born decendents, and now you are the last one. It is like a duke or a count.
tl;dr: You become the Jarl of Helgen. Rebuild it in much the same way you build your house in the Hearthfire DLC.
Im starting a project to make a very ambitious mod. I wanted to share with you all the idea and to get your thoughts on this.
This is the concept for the mod: The player gets to rebuild Helgen. Just like Hearthfire the player has a choice of a number of different assets they can place for its reconstruction and each has its own associated cost to build. Once you have your throne room built you are crowned as the Jarl of Helgen and at this point you are approached by people who want to live in your city. You can build a town and assign merchants to each building. You can hire guards that work for you at a cost per day. You will have a treasury that will pay for these costs. Money coming in comes initially from you paying into it, and later from taxes from your citizens and outgoings go to wages for your guards etc.
You can make money in these ways:
Mining: You can send your guards out to guard mines. Once you have taken control of a mine you can hire miners to work at those mines. This will bring in ore and you can store this ore or sell it to the other holds.
Farming: The region directly north of Helgen has a bit of space to put some farms outside the keep. This can bring in an inflow of cash also by selling to the other holds. This is stored like the treasury and is spent like money in the treasury as a daily expense. This needs to be kept up or else your villagers leave.
Merchants: The khajiit caravans now park outside Helgen and your merchants do trade with them. you have a tax on this trade. This gives you a steady inflow of cash for no effort. This will give you the money for your city to operate comfortably at its minimum state.
From mining you can commission your blacksmith with the raw materials and money to improve the equipment of your workers and your guards.
In your war room you have a paper map that has flags on every mine that you control. Talk to your steward to direct your guards movements.
Once you are completed with the main faction quest line and you have completed either ‘Battle for Solitude’ or ‘Battle for Windhelm’ and a certain amount of time has passed since the keeps construction, the side you fought against will begin a siege on Helgen. They will park their troops on the area north of the keep (now likely your farmland) and catapults will rain down fire into the city. Much like the battle for Whiterun but much much harder. There are multiple waves and not always attacking from the front. A small group even infiltrate through the underground tunnel network under the city.
Thats it for now. There are some other ideas for it but this is the core of it.

The response i have had to this is fantastic. Way better than I could have hoped for. I have had quite a few people contact me wanting to help. I am now just short one person to make this mod a reality. I just need one skilled modder to join in running the production pipeline and we can start.
